Active customer

An active customer (aktiivne võrguteenuse kasutaja) is, per ELTS § 12¹ (transposing Directive 2019/944 Article 2(8)), a consumer who consumes, stores or sells own-generated electricity, provides flexibility services, or participates in own-generation building energy-efficiency improvements. Active customers carry implicit BRP responsibility for their export volumes and may stack multiple flexibility services at the same metering point.

An active customer (aktiivne võrguteenuse kasutaja) is, per ELTS § 12¹, a consumer or group of consumers who consumes, stores or sells electricity produced on their own property, provides flexibility services, or participates in own-generation building energy-efficiency improvements — provided this is not their main commercial activity. The role was added to ELTS in 2022, transposing Directive (EU) 2019/944 Article 2(8) ("active customer").

Rights granted

§ 12¹(2) gives the active customer four explicit rights: (1) act directly or via an aggregator; (2) sell self-produced electricity; (3) participate as a flexibility-service or energy-efficiency provider; (4) delegate management, installation, operation, maintenance and data processing of their equipment to a third party. The party to whom these duties are delegated is not itself an active customer.

Implicit BRP responsibility

§ 12¹(4) is structurally important: an active customer carries balance responsibility for their own export volumes — they are a BRP to the extent of their balance, unless they have delegated that obligation under Regulation (EU) 2019/943 Article 5. In practice, the open supplier or aggregator that handles the customer's wholesale market activity also handles the imbalance settlement.

Storage and stacked services

§ 12¹(5) explicitly permits an active customer with an energy-storage unit to provide multiple flexibility services simultaneously — the regulatory ground for stacking residential battery revenue across spot arbitrage and aggregated frequency reserves at the same metering point.
